Taxes and Health Insurance: Analysis and Policy is cosponsored by ATPI and the Urban/Brookings Tax Policy Center. Set for February 29, 2008, at the Falk Auditorium, Brookings Institution, 1775 Massachusetts Avenue NW, Washington, DC, this one-day conference will feature some of the nation's experts on health and tax policy. By some measures, 47 million Americans lack health insurance and policy makers are looking to the tax code to help expand coverage. Sessions will explore the history of tax subsidies for health insurance, the effect of that web of tax subsidies on health costs and insurance coverage, options for reform, administrative challenges to using the tax system to expand health insurance coverage, and end with a discussion of short and long-term effects of health savings accounts. Structuring a Federal Add-On VAT is sponsored by ATPI and will be held in Washington, DC in February 2009. This two-day conference is being organized by Charles McLure of the Hoover Institution, Stanford University, and Reuven Avi-Yonah, University of Michigan Law School. It will explore both design and state and local tax coordination issues. The conference will feature leading experts from around the world. Its focus will be on possible practical solutions to the extensive design and administrative issues arising from the adoption of a Federal VAT given existing Federal and state taxes.
